The Higher Education Authority (HEA) has launched a national consultation to develop a new strategy for teaching and learning in higher education.
This strategy aims to strengthen teaching and learning excellence across Ireland’s higher education institutions, building on over a decade of impactful work by the National Forum for the Enhancement of Teaching and Learning. Stakeholders are invited to share their insights to shape the future of teaching and learning excellence.

Background and Purpose of the Consultation
The National Forum for the Enhancement of Teaching and Learning in Higher Education was established in 2012. Between its establishment and 2021, the National Forum acted as the national body responsible for leading and advising on the enhancement of teaching and learning in Irish higher education. In partnership with students, staff and leaders in Irish higher education, the National Forum worked to develop an inclusive, collaborative and innovative culture that maximises learning impact for the success of all students.
During these years, the National Forum recorded several key milestones, which helped to both build capacity in the higher education system in relation to teaching and learning and to raise the profile of teaching and learning as a strategic priority for higher education institutions. Commended in a 2017 review, these achievements highlighted the National Forum’s impact while also offering recommendations for strengthening its role. A key recommendation was for the National Forum to be established on a sustainable basis under the aegis of the Higher Education Authority (HEA), lending parity of esteem to teaching and research in higher education at national level and increasing the National Forum’s influence in the national policy-context.
In January 2022, the National Forum was formally established under the HEA. As part of the HEA, the National Forum continues to support individual, institutional and sectoral change through policy advice and funding support instruments. Within its Corporate Strategic Plan 2023-2026, the HEA has identified the commitment to excellence in teaching and learning, and student development as an area under its “Develop” strategic priority. This area has as a strategic objective of enhancing and rewarding teaching and learning at higher education institution level. One of the key performance measures identified being the review and renewal of the national strategy for teaching and learning.
