Colin Lowry is Senior Manager for Teaching and Learning, Enhancement, and Digital Innovation at the Higher Education Authority. His work spans digital transformation, artificial intelligence, open education, professional development, and education for sustainable development. Colin has been closely involved in the technical and operational implementation of national digital services, including the National Resource Hub, OpenCourses.ie and related professional development and awards initiatives, contributing to work recognised through UNESCO’s King Hamad Bin Isa Al-Khalifa Prize for the Use of ICT in Education. He also supports the HEA’s work on generative AI in higher education, contributing to sectoral consultation, evidence-informed guidance and national dialogue on its implications for teaching, learning and assessment. Previously, Colin researched technology acceptance, user adoption, behavioural factors, and predictive models for engagement with emerging technologies. He has also worked as Director of Digital Strategy, advising organisations across sectors on digital transformation, service design, change management and technology adoption.
